You can cancel airstrikes from the options at the air bases themselves. Though when you do it it will cancell all air attacks (including missles) from the selected base at once.

Or get a treaty with him. The air attacks will not complete if you are treatied together.

you can cancel individual airstrikes, or cancel all airstrikes from that base at once
