Can't make sea units

I've built a sea base next to a patch of water, and tried to click the adjacent water to create a unit but the option isn't there. Does the surrounding land have anything to do with it? I'm on Cerato, country = Yop

click on the square 929.2343 or 930.2343 and the build menu will pop up. there should be a ship icon on the left of the menu with a plus beside it. click on the plus and the ship creation menu will appear.
if this doesn't work, johnny will have to do something.

Just to confirm, do you have enough money to purchase a sea unit?
If so, please send me a note and let me know either the sector that the sea base is in or the sea base ID.

Ah no i don't have enough money to buy it, i assumed it would be like the land base build menu, well thanks that explains it :P

It certainly SHOULD be like this, just to clear any confusion. Same should be applied for air units. It'll be nice to know prices and what units is possible to get down the road.

i agree with that. i've been trying to figure out why i couldn't build sea units until i stumbled across this thread. of course, i had spent all my money before i went to the harbor.
