When a construction truck is on my base, I can't figure out how to build other units. The option for building doesn't come up.

you can't build a unit because the contruck is a unit. move the truck and then build another unit.

It seems you should be able to create a unit (not a clone) near a base that you just built (with a contruck on top). The only option I can find is to CLONE a unit near the new base. Am I missing something?

Nope. You are right. The sectors around a base only have a clone option. If you want to build something different, you must use your base sector.
Your base sector must be empty to create a different unit. If there is a unit on it, you can usually move it off by clicking on it, and clicking the 'move' button.
